Neighbor's lawn....

First of all, I believe I speak for roughly 1/2 of the home owners in Holland Park, if not more.

I work hard keeping my front and back lawns looking presentable. My neighbor is a renter and neither he, or the owner, lifts a finger to work on either the front or rear lawns. This affects my property value.

What recourse do I have?

I'm sorry for the delay in getting back to you.  This is a problem. 

Have you had the opportunity to talk to your neighbor?  I don't know that there's much recourse that can be done other than if the weeds get too large for code inforcement, you may call them.  719 444-7891

Have you have the chance to contact the owner of the property?  Property owners are listed on the El Paso Co Assessors site.  You may send them a letter requesting their assistance.  www.http://land.elpasoco.com

I'm sorry, I know what you mean.  I have a similar situation.  Since we only have our volunteer community associatoin.  We really don't have the strength of the whole community to enforce by-laws.  The only way we would be able to enforce by-laws is to vote as a whole community (1,137 homes) to have a "Homeowners" association again.  They association expired once Holland Park became 25 years old.
