Frame it if you like.   It's still a mystery what you mean by holding a member of Congress accountable for a vote.   The votes have been duly recorded.   They've been assigned to the correct members.   They've been made public.   Voters have had a chance to vote them out of office (more than once for some).   Some were voted out of office.

That seems sufficent to make them accountable for their actions.
