Well, in our city, ordinances are passed by the votes of the city council. In order to be considered and voted on, sponsorship by an alderman, the mayor or in some cases the police is needed. Also, public meetings are required in which the proposed ordinance is read and advocates for and against are allowed to speak. This progress and final outcome is also almost always reported in the local newspaper.
But it sounds like your are more interested in the tracking of enforcement of ordinances, rather than the adoption (the executive rather than the legislative metiphorically). So that would be quite different than the website I posted.
