It doesn't but as I said before, the result is exactly the same.   Don't get the money or get the money and give it back have the same result, lost money for the worker and more money for the state.

At least you admitted that the money comes from the state. Remember that, as soon you will be claiming that it comes from someplace else - I don't have the foggiest idea where you will dream it came from as most of us can't imagine where you come up with the things you come up with.
