I had the same problem before I moved a few years ago. The police came and could not see any problem, so I backed the car out and closed the garage door. I then asked the officer who was blocking the alley, them or me. The officer then asked what I wanted done and I replied I want them ticketed. He replied that they would probably kick in my garage door. I informed him that we had their license number plus his badge number so it would not be hard to find them.

He did give them a ticket and that was the end of it. Oh yes I did put the car back in the garage.

Just wait for enough snow, call the police station and explain you don't want anyone to know you called because you don't want something done to your garage or house.  The police have a legit reason to ticket them because of the snow. Maybe enough tickets this winter will cure the problem.  If they do it again when we get nice weather, the police would have a resaon to be checking on it because of previous problems.  Maybe a tow bill would solve the problem.   Good luck!
