Of course, and "appoints" was the wrong word. Hey, I'm a spelling nut, not a grammar expert!
However, since WWII, only six nominees failed to get confirmed, so being "selected" is practically an appointment.
Bottom line - the House and the Senate decide who the Supreme Court Justice will be.
I'm sure that the President tries to pick someone that he thinks will recieve the "blessing" of the House and Senate but it doesn't always happen that way - remember Harriet? So I think "practically an appointment" is a misnomer.
