Again, silly. You are only talking about the final passage at the Senate! What is it you are not understanding?

All bills are introduced and debated pubicly in committee during the process. It has to then leave the committee for more action. Every bill's action is even open for public scrutiny online now thru Congress' own website and Thomas.org. Results of votes and how they voted is also public.

Its interesting that government has worked like this for years; and you are only now finding this out? With all your other complaints about the government, how have you missed such a big big big issue as this?

Are you scrutinizing the House too, over your newly-learned revelation?
