I. Construction Documents

House plans must be submitted to and approved by the Mountain Vista Architectural Review Committee (ARC) prior to the start of construction.

These are the standards as approved by the Mountain Vista Homeowners Association. Provided that compatibility of style, detailing, and color are achieved, Mountain Vista is receptive to a range of architectural variation. The ARC is intent on preserving the quality of appearance and property values, and this involves the avoidance of repetitive design. The following list of standards is not exhaustive but provides the primary items that will be looked at when house plans are submitted for approval.

Ranch Minimum – 2000 square feet

Multi -Level (To include but not be limited to: Bi-level, Tri-level, Two-story)
Plot plan minimum 1700 square feet (Not to include garage)
Total minimum 2600 square feet (Not to include garage or basement)

Front elevation, excluding openings, to be a minimum of 50% (Brick, Stucco, Stone) (No Vinyl)

Roof Pitch – Minimum 6/12

Roof Material – Heritage 30 lbs./ square or more Asphalt Shingle
Weathered Wood – Color or Equal

Set Backs – as per city code

Garages – 2 Stall Minimum

Height – Maximum 30’/35’

Color – Neutral Tones – Must be approved by ARC prior to application

Overhangs – Minimum of 12”

Design Scheme – Traditional or Contemporary

Exterior Vents – To fit exterior design
Plumbing and Furnace Vents are to be located on the backside of the ridge so that they are not seen from the street and must be painted to match roof color.

Windows – Double hung/casement or slider, wood painted or vinyl clad, or vinyl.

Rear Decks – One story deck - Support posts to be minimum of 6 inches in width.
Two story deck - Support posts to be minimum of 12 inches in width.
Color – Stained same color as house and/or trim (excluding floor).




II. Landscaping

A plan must be drawn out and submitted to the ARC. The Plan must show locations and type of fencing, all planting bed locations, edging and mulch types, storage, play areas, decks, etc. Lot trees, minimum two (2) shade trees a minimum of 1 ¾ inch caliber, with at least one (1) in the front yard and one (1) in the rear yard. Street trees, minimum one (1) shade tree of a minimum of 1 ¾ in. caliber to be placed between back-of-curb and sidewalk. All rock or other mulched areas must contain drip or spray irrigation and plants, shrubs, or trees. No mulch between detached sidewalk and curb. Front yard is to be sod, not seeding.

Landscaping of the front yard to be completed during the first growing season (spring, summer, fall) of closing date. All landscaping must be completed within twelve months.

III. Additional Items

Items That Need Approval – Storm doors, basketball hoops, playhouse, dog runs and enclosures, electric dog fences, playground equipment, swing sets, signs, clothes lines, window air conditioners, swamp coolers, firewood storage, change in color scheme, RV, boat and additional vehicle parking, storage sheds, hot tubs, swimming pools, decks, home additions, additional concrete pads, and landscape changes.

Fencing – All fencing six-foot (6’) cedar 3 rail 4” pickets or other pre-approved materials by the ARC. All fencing backing to 20th Street must match Association perimeter fence in color and style, less brick pillars.

Storage sheds sided and shingled with the same materials as the residence. Roof must have minimum 8 inch overhang.

Antennas and Satellite Dishes – Antennas to be located in the attic space and satellite dishes over 18 inches in diameter are not allowed. No satellite dishes on front elevation.


If, do to an unusual circumstance, a homeowner feels that his or her property can not accommodate the above standards then he or she may request a variance in writing to the ARC. The committee then has the authority to approve or disapprove any variance request.

House plans, Landscape plans, additional items submitted, or various requests, must be presented to the managing agent of the Mountain Vista Homeowners Association: Evelyn Lane Kehl at 392-9657. Please provide two (2) copies, one copy will be returned.

The decision of the ARC shall be made within thirty (30) days after receipt of all materials required by the ARC. Please read Article IX of the Covenants on Architectural Review.


No fee is required for plan approval when construction or landscaping plans are submitted and approved prior to any work commencing on any lot. However, there will be a mandatory $250 fee to review plans submitted after work has begun.


Streamside lots are all lots that use the 76th Ave entrance.
