Am I they only one that notices the guy walking around the neighborhood, tossing a water bottle around, at all times of the day and night? What is he up to? He may be harmless, but he seems a little suspicious.

Is it possible this person could be exercising?

I have noticed him too. He appears as if he could be exercising, (due to his shorts and waterbottle) when he is alone, but more often than not he is walking and talking to people who are not wearing exercise clothes. I always see him with different, sketchy looking people. I think he looks suspicious.
