When driving through the neighborhood, I have noticed a green ribbon tied on the majority of street light poles. Does the ribbon have some significance?

The green ribbons is to help Delmarva Power identify lights that are out or flickering.  It will take them a few weeks to come out an replace the light bulbs and then we'll taje the ribbons off.
