Rock Crushing & Screening Plant Public Hearing & Requirements

We understand the following notice was published in the Washington Post on April 28 and May 2, 2016.

Below it are requirements furnished by the Department of Environment.

                        NOTICE OF APPLICATION AND INFORMATIONAL MEETING
 
             
            The Maryland Department of the Environment, Air and Radiation Management Administration (ARMA) received a permit-to-construct application from J.M. Kelley Paving on February 12, 2016 for the installation of a 308 ton per hour crushing and screening plant powered by two (2) diesel engines.  The proposed installation will be located at 14822 Southlawn Lane, Rockville, MD 20850. 
 
            An Informational Meeting will be held on Tuesday, May 10, 2016 at 7:00 P.M. at the Hilton Garden Inn located at 14975 Shady Grove Road, Rockville, MD  20850
 
            Pursuant to the Environment Article, Section 1-603, Annotated Code of Maryland, the Informational Meeting has been scheduled so that citizens can discuss the application and the permit review process with the applicant and the Department.
 
           Copies of the application are available for public inspection.  Ask for Docket #06-16 at the following locations during normal business hours.

            The Department will provide an interpreter for deaf and hearing impaired persons provided that a request is made for such service at least five (5) days prior to the meeting.

The proposed installation must comply with all federal and State imposed air pollution emissions limitations and toxic air pollutant screening levels, as well as the federal National Ambient Air Quality Standards for six (6) criteria pollutants, i.e., sulfur dioxide, particulate matter, carbon monoxide, nitrogen dioxide, ozone, and lead.  
 
The Department will conduct an engineering and air quality review of the application.  Expected air pollution emissions will be determined using methods such as U.S. EPA established emissions factors, performance test data, manufacturer guarantees or other approved methods.  The projected emissions cannot cause the proposed installation to exceed federal and State air pollution standards. 
In general, the proposed installation must meet federal and State opacity standards applicable to crushing and screening plants and engines, the facility must use wet suppression or other reasonable precautions to prevent particulate matter from leaving the property, the facility must develop and comply with a fugitive dust plan that addresses the methods used to prevent fugitive dust from equipment, operations, and plant roads from leaving the property, must not emit any toxic air pollutants in excess of the levels allowed by State regulations, and the facility must use diesel fuel in the engine(s) that meet applicable sulfur content limits.  The facility is also required to conduct initial opacity observation tests to demonstrate compliance within 180 days of initial startup.
