Members reported, and were extremely upset by, the recent appearance of graffiti and frequent urination in the stairwells in the 400 building and the continued drug use in the stairwells of both buildings. In all of the above residents noticed the evidence of this behavior on varying floors and they reappear randomly. In addition residents have noticed the debris left behind by the drug users, specifically crumpled cigars that are used to smoke pot and crack so the smell is masked ?– these are called ?“blunts?”, according to the NYPD.
