I understand Parks and Recreation did the install today. Thank You Parks and Recreation for assisting us with this project need. Thanks to the neighbors that have offered to help. We will keep fresh bags in the bottom of the can. Hopefully this will help some with the issue. The can probably is not in the best location for the park...however it is for those that offered to help keep it emptied in their own roll cans.
If this works perhaps we can find residents along Wedgewood near the rear entrance that will help with the same type task, and install a 2nd can in the future.
