Maintaining Alleyways

Many years ago the City of San Antonio provided certain urban services like brush collection, rubish disposal, street cleaning and maintenance and periodic maintenance of alleys and other easements. However, this has changed to where fewer services are provided for the taxes we pay. In some cases "new taxes" or user fees have been instituted like the garbage fee. However, the most disturbing ordinance is the one requiring local property owners to maintain the alleys behind their properties. In many cases these easements are used by CPS, SAWS, SWB, and Paragon...almost exclusively but we have to maintain them or face severe penalties. I think this is unfair. I think city council should recind this law and either provide the service under public works or make the utilities pay for maintaing these areas.
