The HOA distributed a quarterly newsletter in July 2010. In an article about Pet Owners, it pleaded "...Do not leave your dog tied up outside unattended. Barking dogs quickly become a nuisance to your neighbors."
A similar, difficult problem for homeowners who both work away from home every day, and have a "doggy door," is two fold: the dogs stay outside all day, incessantly barking at every noise from any source. They may not be tied, but the issues are the barking and the yard mess that attracts the worst kind of flying insects.
Fortunately for the owners, they miss all of the noise. Do they miss the point, too?
