Highland Summit Homeowners Board Meeting

HIGHLAND SUMMIT HOMEOWNERS
BOARD MEETING
February 27, 2006

LOCATION: Clackamas High School Library

BOARD MEMBERS PRESENT: Martin, Marv, Steve, Toby and Vince
Signatures of attending homeowners is attached.

Toby called the meeting to order at 7PM

Toby asked for Homeowners comments.

Jerry Kilgore reported on complaints that street trees are maturing and roots are damaging sidewalks and water lines.

Ron Meyer passed out pictures showing sidewalk damage.

Mike Handslits remarked that if you are going to have street trees these are issues that you are going to face.

Mike Kingsley has had damage to roadway by street trees. Suggests that each owner be given the option of keeping tress or removing them.

Larry Hannan stated that homeowners must obtain approval from architectural committee before removing trees.

Ron Meyer stated that cars are speeding near their home and are not stopping at intersections.

Jerry Kilgore asked if the association has inquired about installing speed bumps.

Larry Hannan volunteered to contact the County about speed bumps or other means of curtailing speeding.

Marv suggested having a law enforcement person come to a meeting.

It was noted that a sheriff department employee lives in the neighborhood.

Toby announced that homeowner input was needed and the homeowner input was ended at this time and that the remainder of the Board business meeting would continue without public input.

7:35 PM business meeting started

Secretary read the minutes of the January 24, 2006 Meeting.

Marv moved that the minutes be approved, Toby seconded, Minutes approved.

Toby passed out an agenda for the business meeting. See attachment

Meeting dates for future board meetings were selected Third Thursday of May, August, November and February.

Toby passed out his thoughts and suggestions for street trees. See attachment

A Street Tree committee consisting of Martin, Marv and Steve was appointed. The Street Tree Committee will formulate a survey of homeowners . The first meeting of the Street Tree Committee was set for Tuesday March 7, 2006.

There was a discussion of how to inform owners about the need for ARC approval. Some suggestions were: news letter, notice on meeting notices, publicity of violators being fined.

Toby will get the camera from Steve.

There were many questions about the report of the delinquencies from Northwest Management. Toby will ask April for clarification of this.

Ways to improve the image of the Board were discussed.

Toby reported that one member of the Architectural Review Committee has resigned and the Board needs name a replacement. Toby suggested Evelyn Busch. Marv moved that Evelyn be appointed, Vince seconded. Motion approved.

Toby will check with Showplace Landscaping about reducing the amount of Water used in irrigation of common area.

Toby reported that a large Cedar tree in the common area near the water feature fell during the recent storm. The Board agreed that the tree should not be replaced until it is determined by Showplace that a new tree would survive in that location.

Marv stated that he will go to the Sheriff’s office to see if they can do something to reduce speeding.

Toby moved that the meeting be adjourned, Marv seconded.
Meeting adjourned at 8:55 PM
