HIGHLAND FARMS NEIGHBORHOOD ASSOCIATION BYLAWS (Articles I -III)

Article I - Name and Boundaries

NAME: The name shall be Highland Farms Neighborhood Association, hereafter referred to as "the Association" or "Association," established in 2004.

BOUNDARIES: The Association is located within the quadrant surrounded by F.M. 78 (Seguin Road), Foster Road, the fence line between Catalina Sunrise and Brandy's Farm, and the back yard fence line to Summerfest, in the city of San Antonio, Texas.

Article II - Purpose

PURPOSE: The purpose of this civic, non-profit, non-partisan organization shall be:
- To preserve a safe, friendly neighborhood
- Have an effection unified voice to address issues that impact the neighborhood
- Conduct social activities that create a greater sense of neighborhood pride
- To protect the residential integrity of the neighborhood, and to keep the neighborhood clean, attractive, and compliant with established residential codes.
- To provide a forum for the dicussion of political, social, and other issues of interest to the neighborhood
- To serve as a liaison between the neighborhood and governmental agencies
- To promote communication within the neighborhood and with other neighborhoods
- To promote and encourage the safety, improvement, beautification, and general quality of life in the neighborhood
- To prevent unwanted commercial encroachment into the neighborhood

This Association is NOT a deed-mandated neighborhood association. The purpose of this Association is NOT to:
- Oversee individual resident's landscaping
- Regulate resident's home improvements such as carports, sidewalks, patios, fences, garages, driveways, etc.
- Regulate vehicle parking above and beyond code compliance laws

Article III - Legal Status/Policies & Prohibitions

LEGAL STATUS/POLICIES: The Association shall be organized and operated NOT for profit. No part of any Association net income shall ever be payable to any member.

The Association does not have nor shall exercise any authority either expressly, by interpretation, or by operation of law, not shall it directly or indirectly engage in any activity that would prevent qualifying as a corporation described in Section 501 of the Internal Revenue Code.

PROHIBITIONS: The Association shall not endorse any candidates for political office nor shall discussions extend to matters outside the purpose of the Association as set out in Article II.

The membership roster shall be confidential and may not be released to nonmembers without the permission of the Executive Board after careful review of requests made thereof.

No member may act as spokesperson or represent the Association without the permission of the Executive Board or a majority of the quorum at a duly called regular or special meeting.
