i agree with you 100%.  i can't tell you how upset i am that i can't even run around the pond anymore because people turn their large dogs loose to run right in front of me, chase, me jump on me, etc....all the while, they smile and say things like, "he's harmless or the ever popular: "he won't hurt you."  they act offended that you stop and are scared!  i'm sorry, but i dont TRUST your assessment of your own animal.  if you don't have enough common sense and courtesy to leash your animal, you should be fined and penalized as far as i'm concerned.  i don't like to give in to problem people, but i'm tired of being chased or almost tripping over large dogs that rush in front of me to jump into the pond while their owners smile blandly and blatantly.  it's ridiculous.  we need our HOA to enforce a rule on these people  (even if it isn't a "leash" law).

Oh the humanity!!!  A dog without a leash! 

Put on your big girl panties and deal with the dogs like everyone else.  They usually don't attack.
