Meeting Minutes
Heritage Neighborhood Association
January 31, 2006

1. Elections in February for President and Treasurer. Terms are for 2 years.
2. Current bank balance $98.00. Donations tonight $ 54.00. New balance $152.00 3. Bridge the Gap ??“ We are still collecting school supplies, backpacks, and new clothing for this program that benefits foster children in Clark County. Collection barrels at two Great Clips locations are on-going.
5. Wal-mart shopping center update ??“ The project is on hold. There are more wetlands than thought, so a Federal Wetland Permit Process has to be done. It??™s a longer and more comprehensive process. The road that was proposed to connect to 136th Ave, will have more of an impact than originally thought.
6. A suggestion was made to approach city council to eliminate overnight parking in retail lots, as it encourages homeless and meth crimes.
7. Suzan Wallace City of Vancouver ??“ Proposed Annexation North and East of 4th Plain.
??¢ Currently there is a Community Framework Plan in place or the city and county to work together to make sure services will be provided and planned for.
??¢ The city has 80% of the property owners on the petition to annex the area. When you buy your house, there is a section in the paperwork called a Service Agreement Covenant ??“ this is your signed petition. It goes with the land, so is included with your deed.
??¢ The land could also be annexed via election. To get this on the ballot you have to get signatures.
??¢ How will annexation affect you? Go to the city??™s Annexation Analyzer, enter you information, and it will tell you if you will be paying more, less or the same for services and taxes. Here is the link: http://www.cityofvancouver.us/annexation.asp?menuid=10463&submenuid=16654&itemID=20885
??¢ Some questions for Suzan:
1. Do we have to hook up to sewer? NO. Only if you don??™t have a healthy septic system
2. Can we continue our existing uses (livestock, etc). YES. If it??™s legal now, it will be legal after.
3. Is the city annexing for revenue? NO. The city will actually lose money as they tru to bring the are up to city standards (sidewalk, lights, gutters, parks, etc).
4. Will we see immediate improvements? NO It takes about 2 years to collect the taxes, utility fees, etc from the annexed land and put it back into the area.
5. Will school boundaries change? NO. The annexation will not affect school boundaries.
??¢ IMPACTS
1. Sewer, water, fire will stay the same
2. Police, solid waste will be different ??“ serviced by the city
3. Will the city debt be put on the newly annexed people? NO.
4. Will county jobs be lost? Depends. When Cascade Park was annexed, jobs were transitioned into vacancies, some Sheriff deputies went to the City of Vancouver Police dept.
??¢ Suzan pointed out benefits that other annexed people have said about being annexed:
1. Unified community
2. Efficient services ??“ fire, police, etc
3. Urban level of services ??“ parks, sidewalks, street lights
4. Stronger voice in local government & city council
5. Consistent local goals and policies
