Bill Stinnett, CFO, presented a map of the proposed recreational trail and gazebo planned for the forested area southeast of the Rose Schnitzer Manor. It includes 1400 ft of trail, built with permeable asphalt, and seven resting areas. Several CSP board members, employees and neighbors walked the route last week with the landscape architect. Mr. Spinett estimated it will be 18 months to completion. Regarding the new nursing facility, the architects have been working on the plans. The design calls for a 120,000 square feet, two story building with underground parking. Mr. Stinnett commented that the architects are doing a good job blending the building into the topography. A concern was raised about cars and trucks bound for CSP driving east on Boundary St. from Shattuck instead of west. This portion of Boundary St. is narrow and unimproved and large trucks are getting stuck in yards. Mr. Stinnett said CSP will work with the Hayhurst Neighborhood Association to explore possible signage to route CSP traffic off east Boundary St.

Committees / Outreach

Community Outreach: The neighborhood rummage and plant sale has been scheduled for July 17th in conjunction with Vermont Hills United Methodist Church. Donated items will be accepted for a few days before the sale. Please consider saving your unneeded household items for this fundraiser.

Transportation: A new law goes into effect this summer and the Department of Transportation will be installing new signs before school starts. The new law mandates a maximum speed limit of 20 mph on streets next to schools that currently have a speed limit below 35 mph. This speed limit will be in effect 24 hours a day, 7 days a week. On roads that have a current speed limit of 35 mph or more, there will be either flashing yellow lights or times posted during which the 20 mph limit is in effect.

Land Use: Alex Cousins gave us an update on the proposal for a 20 unit planned development on the SW corner of Boundary and Shattuck. There was supposed to be a hearing on May 10, but it has been postponed until June 2, 1:30 pm, at the Bureau of Development Services, 1900 SW Fourth Ave, Suite 3000. Mr. Cousins reported that the two postponements were due to problems with the design of the buildings, but the transportation and density elements were approved. The traffic study supplied by the developer predicts 117 trips per day will be generated by the development, with only 9
trips during the morning rush and only 11 trips during the evening rush. Most trips leaving the development will be crossing the southbound lane of Shattuck to go north towards Beaverton Hillsdale Hwy. Anyone can testify at the hearing.

We received a notice of a pre-application hearing regarding a proposal to build a synagogue at 4534 SW Vermont St. That hearing will be held on May 20th at 10:45 am. Jiffy Lube at 56th and Beaverton Hillsdale Hwy has approval to build a 10x10 ft waiting area onto their current waiting area.

General

Since there have been many new faces at our recent meetings, HNA Chair Lillie Fitzpatrick gave an overview of the neighborhood association (NA) system in Portland. City Code spells out what a NA can do. She explained how Hayhurst is one of 16 neighborhood associations under the umbrella of Southwest Neighborhoods, Inc (SWNI). SWNI has three employees, the executive director, a land use specialist and an administrative assistant. There are four standing committees at SWNI – transportation, parks, land use and safety. Each NA should send a representative to each of these committees. HNA is missing a few and would like to hear from anyone interested. A list of HNA accomplishments and activities followed.

After some discussion, we finalized our 2004/2005 Action Plan. This outlines our objectives for the next year. I have copies if anyone is interested. One area in which we have fallen behind is Safety. We would like neighbors to establish new Neighborhood Watch Programs and join the Neighborhood Emergency Team.

During the summer we will look for alternative meeting places or dates and time as we tend to overflow our current meeting space.
