March HNA Meeting Minutes

The Hayhurst Neighborhood Association (HNA) met on 12 March, 2002. The following topics were discussed:

A fellow neighbor from the Bridlemile Neighborhood, Karen Johnson, presented a proposal organizing regular litter cleanup along main roads in Bridlemile, Hayhurst, and Hillsdale NA’s. We discussed the tenants of her proposal, distributed a volunteer sign-up sheet, and offered additional suggestions for recruitment. A resolution was proposed that HNA support neighborhood trash pickup as proposed in Karen S. Johnson’s proposal. Motion made and passed.

Shannon Kelly reported due to overtime restrictions, our neighborhood’s public safety officer would no longer be able to attend the monthly HNA meetings. In order to show our support for this service, the HNA will send a letter of support to the appropriate parties. The entire HNA group felt this service invaluable in providing a sense of safety, creating an avenue of communication, and a vital link to crime prevention.

Bob Broberg attended and reported on the SWNI Board meeting. Highlights included the forming of a project management guideline group, Homestead Neighborhood motion regarding OHSU expansion, SW Trails Group, and upcoming events.

Sylvia McFarland reported on the two land use groups, SWNI and Portland. She attended both and received information regarding code, zone, and compliance issues. She also gave us an update as to the Cedar Sinai Park code enforcement issue. A meeting with Cedar Sinai and Joan Adams, Compliance Officer, will be happening within the next few weeks.

Joe Higgins reported on his recent proposal to the SWNI Parks Committee regarding the lack of overall coordination of various NA’s environmental concerns and actions. SWNI Parks Committee agreed to support a comprehensive environmental liaison for one year. Joe also reported on his work with the Trails Committee. A group of concerned citizens have formed an alliance and will ask the city to allow them to provide analysis and findings regarding the environmental impact for furthering the trails in the neighborhood. This will hopefully expedite trail progress and decrease funding pressure.

Lillie Fitzpatrick reported on the Off-Leash committee. The committee took multiple field trips looking at various SW parks to assess their possibilities for siting off-leash areas. A matrix was developed to assist in their ranking of proposed sites. An open house will be sponsored some time in May for public involvement.

Dave Buchner attended the recent Transportation Meeting and reported on the North Macadam and Marquam Hill Plan relating to the OHSU Expansion. One of many concerns includes the road access to the Macadam area. The HNA currently does not have a Transportation Rep and we will continue to relentlessly pursue Dave to become our official Transportation Rep.

Lillie Fitzpatrick reported on the recent Disaster Preparedness training. She brought back American Red Cross “Before Disaster Strikes” information brochures. Lillie also explained how to become a part of the Neighborhood Emergency Team.

The 2002-03 HNA Action Plans were discussed and several people took responsibility for an item. The remainder was assigned to “HNA”. The Motion was made to adopt the Action Plans and passed.
The draft of proposed changes to the HNA Bylaws were reviewed and discussed. Shannon Kelly presented the draft changes and made note of agreed upon final changes. Motion was made to adopt the HNA Bylaws as changed during discussion. Motion passed by 9 members present

Announcements:

At the next HNA meeting (4/9/02), Nora Beck from Metro will be making a short presentation, “Watershed Wise.”
