That guy with the brown dog.....

Does anyone know where the man with the brown dog (looks like it might be a mastiff) lives? He constantly has his dog around the neighborhood without a leash. The dog does his business in my yard (while the guy is waiting out on the street), runs up onto my porch, etc. The guy seems to know what he is doing is wrong. I’ve opened my door several times and told him that it’s both against the Wilmington leash laws AND the Ballymeade bylaws to have his dog running around of- leash and he denies that this is the case (he actually had the audacity to tell me that we are in “north Wilmington, not Wilmington”). The ONLY time I’ve ever seen the dog on a leash was the day that the ATF was on Shrewsbury Drive, so the guy obviously knows that what he’s doing is wrong.

I am frustrated enough to call the management company or the New Castle Co. police, but I have no idea where the guy lives and by the time I called someone I’m sure he’d be done with his walk.

County Code Applies

Ballymeade isn't part of the City of Wilmington but we are governed under New Castle County laws and code. I'm sure there is a code about dog feces being left on your property and I sure hope ther is on about keeping dogs on a leash. I looked on the NCC website but didn't find anything to paste into here but maybe you can find something (link) below. I think a call to the NCC Police to ask what the code is would not be out of line in this case - leaving dog feces on your yard is obviously a violation of one code or another and just not right!

Dog problems

I feel for you about the dog and the mess the owner leaves behind. Believe it or not, it has gotten better over the years, but there are still some very inconsiderate residents who leave the mess behind.

I have called NCC L&I (licenses and inspection) department and they will do something. They told me I needed to take a picture(s) and get the dog owners address, which I did and they came out to Ballymeade and inspected the dog owner’s yard (where there was over 20 days of dog dirt, stinking and burning up the lawn). They sent the owner a letter, cced me, and told me to call if it keeps happening and they will fine the home owner going forward. It takes a little effort, but they (L&I) did / will take action. Do get your self in the middle of an argument, let the authorities do their job.
