Meeting Minutes May 21, 2013

Meeting was called to order, followed by Pledge of Allegiance

 

Introduction of Guests:

 

            Jeffrey Peterson, constituent representative for State Representative Jose Menedez

            Code Enforcement Officer Rick Ayala

            SAPD SAFFE Officer Michael Kilmer

            Ray Garza, District 4 constituent representative

            Brian Posten - Business Development Officer for the Air Force Credit Union

Treasurer's Report accepted

HNA meeting minutes for April 16, 2013 accepted

 

Volunteers Recognized:

 

            -  Ed Banas has volunteered to pick up trash along the Marbach fenceline.

            -  Thanked Juanita Criado and Margie Littlejohn for meeting refreshments

            -  Thanked all volunteers involved in eradicating graffiti and code complinance

        

 

Brian Posten, Business Development Officer for the Air Force Credit Union (AFFCU) informed the membership that a recent change in the AFFCU Charter makes HNA members eligible to join the AFFCU. This is great incentive to join the HNA for those who wanted to bank with the AFFCU but have not been eligible in the past.

 

Old Business:

 

     -  Discussed membership drive to include Heritage residents who have not been a member for the past five years will be eligible for a one year membership at half price of $18.00 and must attend a HNA meeting.

 

     -  Yard of the Month (YOM) was placed on hold because of the drought; however, if the rains continue the YOM program may begin this summer.

 

     -  YOM and HNA meeting signs are being designed and will be purchased in the near future.

 

     -  Zoning – The request to change the zoning to allow an apartment complex on Potranco Rd across from Fillmore was opposed by the HNA and denied by the Zoning Commission.

     -  The Hunt Lane expansion is projected for completion October 2013.

 

     -  Left turn lanes at the exits from Heritage on S. Ellison is totally opposed by the HNA because S. Ellison has become a thoroughfare for drivers not residing in Heritage.  Turn lanes would further encourage non Heritage residents to use S. Ellison.  Hopefully when the Hunt Lane project is completed, traffic in Heritage at peak times will be less.

 

     - 2012 Bond Update:  Dec 2013 through Oct 2014 will be the decision and design phase of the project to be built at the Heritage Duck Pond Park with the $400,000 bond money.

Mar 2015 is the projected start of construction and completion by Dec 2015.

 

New Business:

 

     - The Heritage Sign at Potranco and Dugas was hit and extensive damage was done to the brick work.  Bids are now being accepted.  Appears the HNA will be responsible for the cost of repair since the police were not notified.

 

    -  HNA potluck is planned for June 29th.  Members will be notified of place and time.

 

    -  HNA Board election will be Oct 15th.

 

    -  National Night Out event is Oct 1st – volunteers will be contacted before Sep HNA meeting.

 

    -  Next HNA meeting after summer break will be Sep 17th.  Councilman Saldana will be guest speaker.

 

Guest Speakers:  Councilman Rey Saldana was congratulated on winning his bid for reelection.  The councilman introduced Mayor Julian Castro, mayor of the City of San Antonio.  The Mayor talked about the importance of education in the present day work force.  He spoke of why and how it is necessary to bring residents and business investment downtown.  The Mayor opened the meeting up to questions from the residents.  His remarks and answers were well received.

 

Meeting was adjourned and residents were invited to join or renew their HNA membership and to talk one on one with the Mayor, Councilman, and other guests.
