Yep!
Our neighbors on 40th street have no problems what so ever with their dogs. They are ALL well behaved and quiet. ALL of them!! So why is it such a problem for others? Even down the hill and across the Miller Parking lot from 39th, we too can hear dogs barking from up there. Granted not in the house yet but with better weather coming, (and it can't come too soon for me!), and open windows, that is gonna be a problem. Again, some people just do not care about their neighbors or their animals for that matter.
