BOARD MEETING MINUTES
APRIL 7, 2009

The meeting was called to order at 7:10 p.m. It has come to the attention of the Board in the past week that the residents of Lot 15 have planted two new trees in Lot 14 (HOA Common Property) without permission from the Architectural Control Committee or the Board of Officers. These same residents received a written warning in June 2007 from Interim President Larry Ruffin that donations of landscaping to the HOA must first gain approval of the Board. A survey of property was done using private funding to establish legal property lines, which verified the new trees were on HOA property. The Board voted unanimously to require the offending residents, in writing, of our decision to require them to replace these trees onto their own lot. The HOA will maintain the landscaping and grass that grows on Lot 14. Brian Robb will check with the City of North Richland Hills to determine if any of the structures on Lot 14 are in violation of floodplain restrictions.
President Malinda Hardcastle reported that the HOA finally has an electrical meter for regulating irrigation at the front entrance which is independent from Lot 1. Because there was an extensive lapse in electrical service before Oncor completed the installation, she is pursuing compensation for the loss of shrubbery in the west entrance bed.
Brian Robb reported that he has obtained a legal opinion stating that the Board may propose an amendment to the Declaration of Restrictions, Covenants and Conditions which would allow the HOA to make improvements to the landscaping along the screening wall across Lots 1, 30 and 31. The Board may also propose an amendment which would allow the HOA to spend up to $500 annually on social functions that benefit only the residents of the neighborhood.
The annual meeting of the HOA will held on May 12, 2009, 7 p.m. at the Robb?’s home, 7725 Grace Dr. Ann Rudeen reported receiving the following nominations thus far:
