Kids playing in a non-gated driveway, parking in driveway, loud partying

Hi. I'm here again for another issue, there has been kids playing in the driveway of our townhouse. And they bounce balls, they play handball, kickball, tennis, football. They ride their bikes, they scream and yell in and out of the driveway. Is there a city ordinance or do I need to ask for a rules and regulation of our property, to find out if kids are allowed to play here.

Also another matter, double, triple, quadruple parking cars in the driveway and in front of garage doors. People lazy to walk because they have to park their cars further away. What do I do about that?

 

And partying, all night long. Screaming, yelling, called the police department to help control the noise. Police department of Glendale said "Sir, please do not call us regarding noise for a party, they must either have a permit to party or let the neighbors know they are going to have a party" Well duh...we didn't get a notice or nor did they have a permit, reason why we're calling you! What to do in these situations.
