Can someone tell me why people are not moving their trash cans from the curb/street? I know when I'm not feeling good it may take a day but some people never seem to move them. What should we do?????????????????

My wife and I take our dog for a bike ride daily. When trash day comes around people will put their trash bags/cans on the sidewalk.. This blocks access for us. Please help by putting your garbage bags or trash cans next to your mailbox and not on the sidewalk.
