RUNNING GAS LINE

My wife and I just moved to Waterbury and the house we purchased is running on oil heat with a boiler from 1918.  I contacted Yankee Gas to inquire about converting to natural gas. I assumed that it was not a big deal due to the fact that every one of my neighbors has natural gas. When I spoke to Yankee Gas they estimated that it would cost $22,000 dollars before subtracting about $6,000 for the 25 year usage. They said that they are actively updating the old and outdated gas lines in my area and if I dont want to pay the 16k I should wait until they update the ones near my house which could be 10 years. We do not have $16,000 plus an additional $7,000 for a new boiler. Someone mentioned something to me about getting the gas line through the governor.  Like I said we don’t have $23,000. We are a young couple starting out in our first home. Does anyone have any information on someone we can contact? Does anyone have an email for the Councilman in my area? We live righ near F J Kingsbury Elementary School. Any information provided will be greatly appreciated.
