Terrible site/Upkeep on homes

This site IS terrible. There is no usable information to be had by anyone. I would like to see the minutes posted for all of the HOA meetings. I would like to think that our HOA dues are not paying for this, it would be a total waste of money.
I also have a concern about the number of vacant/abandoned houses in the development. Is anyone checking the loan services to make sure that they are sending property preservation crews out on a regular basis to upkeep the properties? During the summer months it is an FHA and VA guideline that the grass is cut AT LEAST once a month. There is trash and debris in the front and back yards that are creating health hazards.
Even on homes that are not vacant, I have noticed terrible conditions for upkeep. I have seen large amounts of dog feces in the yards of some, other's don't mow, let alone trim around homes or flowerbeds. Don't these people care? This is dropping the property value of my home as well as other's who do work at keeping our homes attractive. Is anything being done about these problems??
