Evergreen Park Estates HOA

What  would you call a guy who hunts in EPE and uses a bow and arrow and is such a lousy hunter to start with, shoots a 6x6 bull elk in the leg and leaves it? That's what happened on Dorothy road yesterday (Labor Day Sept 3rd 2012). Someone called the DOW and they were trying to find the elk. Can't something be done to stop the hunting in this area. I've lived here 36 years and now I fill like I can't go out and take pictures like I was yesterday of the wildlife with out some nut shooting arrows at things he can't hit.
