Rreport of HOA meeting

There were a few people there from other communities that had gotten the flyer that Bob from NuRock was going to be there. These people were told that he was not but that there was another meeting going on at the City of Wylie Community Center that the mayor and several council men would be at and that they could attend that.

Our meeting started about 7:15, a little late because of having to weed out all of the people that should not be there. We had a good attendance, looked like about 100 to me but Cyndy can confirm that.

Cyndy did the call to order and introductions and ran through a brief description of why we have a HOA and what Premier Communities does for us. She told us that the pool will be opening soon and that letters will be mailed out in the next couple of weeks telling everyone the new combination to the pool.

We then had the committee reports of which there were only 3 of us there to give, the Communications, Landscape and Social. Cyndy filled in information for any committee not in attendance and also asked if anyone would be interested in being head of the Block Captains. I told everyone the Newsletter is published bi-monthly and the deadline for articles is the 15th of the month preceding the publish date so the May newsletter deadline for articles is April 15th. The newsletter is distributed by our Block Captains and we still have streets we need Block Captains for. I told everyone that we do have a FREE website for Creekside and the address is www.neighborhoodlink.com/wylie/estatescreekside/ there the March newsletter is posted as well as contact information about Premier and other helpful links. Gilbert from the Landscape Committee gave a fine presentation, Joe you would be very proud of him. He told us first don't call the landscape committee to ask permission what to plant in your yard, that is not what the committee does; you can plant anything you want. He told about the yard of the month and even brought samples from last years winners and told about the landscape tips placed on each circular which is distributed by the committee. He said please don't shoot us if you see us hanging outside your house, we are only judging. He said no one that wins previously would be eligible for future "yard of the month" that we need to spread the wealth around. He said that a gift certificate is awarded to each winner and a sign placed in their yard. Gilbert then told about the clean up in the creek area even had pictures of the before and after and told everyone we need your help for an hour or two so watch the newsletter for the next scheduled clean up. He said that electrical outlets would be installed for lighting for the holidays at both entrances to Creekside and showed us the picture of the benches that have been ordered to place along the sidewalks by the pond. The next Landscape meeting is at the pool on April 26 at 7 pm everyone is invited. The social committee report was given by Neil Lester, he said that they had lost two members and that would not be to bad except those two were the two that had done all the work in the past so they needed more people. He told about the 3 planned events for this year, the Spring Fling on April 14th, another BBQ planned in September and the December holiday get together. Meetings for these events will be the month before each event, the first meeting being April 14th at his home at 7pm 1419 Eugene 972-429-9106. Even if you can't be on the Social Committee but have some time to give to volunteer you are needed especially for the Spring Fling so we can have more activities for the children.

There was an Officer Joint there who spoke to us about safety in our neighborhood and he answered several questions from us as well. He said please keep your cars, houses and gates locked. Officer Joint is a patrol officer on the night shift and has set up speed traps along McCreary so he has met several Creekside Estates and other Wylie citizens. One of the concerns was the hours construction is allowed in our neighbor hoods. According to law they are M-F 6 am - 9 pm, he thought Saturdays was 6 am to 8 pm but was not really sure and Sundays 12 noon to 6 pm. He said if anyone is violating this that we should call the police department at either 911 or the non emergency number of 972-442-8171. There was also a question about the school zone lights heading south on McCreary that there was nothing there flashing and he told us to call Mike Zapata about this at 972-442-8170, Mike is also in charge of any code violations. It was said that the builders trucks are racing through our neighborhood and running over property and he told us to call 911 and report the license numbers. Officer Joint told us about the Wylie PD direct monitoring of security systems in our homes and fire alarms in our homes so tell anyone interested to call the Wylie PD non emergency number for information.

Gary DeFlow (sp) from the Developer of Creekside had maps to tell us about our planned community, he told about Phase III which is where Ryland is going to build and told us what a fine builder Ryland is but with all the rumors that are flying around and signs that are going up that they are about ready to back out of the deal and that that will only hurt our neighborhood. What will happen is that the community will stop being developed and our property values will go down. He told us that it is a shame there is another meeting going on while ours was and people had to choose which one to go to. Someone asked why NuRock was not here and Gary said he told him not to come because this is a HOA meeting just for Creekside not the whole community. He said that NuRock is going to build a very nice complex and even have after school programs. There were many many questions about that, none that we have not all already heard before and too numerous to mention here. But the bottom line was that NuRock told Gary the price range for the apartments which did not agree with the price range that NuRock told us at our first meeting with them at my house. I told Gary I have a video of the meeting if he would like to view it. Gary did tell us about the city park development which the city will put about 60k into and he will put another 100k into to develop the 2nd dry lake, soccer and softball fields as will as a walk way. He told us about the street that will be as wide as Creekside going beside the park that will have a parking lot for the park. Gary said instead of the city building the park that he will since he can do it so much more cost effective.

A motion was made that we finish the HOA part of the meeting and then have the open forum discussion, and that was seconded and the motion carried. Cyndy then went through the budget which is now two pages long. I can scan it for you and email it to you on Monday if you would like or I am sure Cyndy would put a copy in the mail to you if you asked her. Cyndy told us about the new accounting system Premier has now put into place to better manage their growing properties. Cyndy went line by line to describe the each entry on the budget which I will not go into but if you have any questions about any of them, please call Cyndy.

The meeting was then opened for the discussion. There was a man there that told us that Austin already approved the Tax Credit and that we need to study up on what this means so we can act smart. Everyone agreed and then a lady said we know the land is zoned multi family but why can't we have something like a senior citizens center or town homes. The discussion went on for quite a while, back and forth and by then Kathy Welp had come by from the other meeting to give us all information about what had happened. I am sure Kathy or Chad will recap this for you and email us all or put it on www.wylietruth.com. Gary was packing up to go so I privately approached him and asked Gary why the development company would even enter into a contract for sale with NuRock when our "Planned Community" is not even 50% built out. He said it was people above him that did it and it was not smart thing to do. He told me that he can for sure say that there will be no extensions granted for NuRock in getting their finance in place.
