Is my neighbor intentionally being a jerk or does his neglect and inaction merely reflect the behavior of a frighteningly ignorant human being? Constant, tortured yelping is a daily (and nightly) occurence that goes, for the most part, ignored by the owners. Maybe the barking is drowned out by the incessant screaming of their unruly children. These people are truly out to lunch if they think their actions are those of responsible adults.
