Community Advisory Meeting, DPD District 3 - 12/7/05 & 1/4/06

December 7, 2005 & January 4, 2006

Presentations by Commander Pat Flynn, Lieutenant James Cosgrove, Technician Mike Simpson, and Technician Jamie Sisneros and Chief Whitman.

Commander Flynn will be retiring this month. His successor has not been announced.

Chief Whitman attended the December meeting. He spoke about:

- bringing CCTV (closed circuit TV) into Denver with a homeland security grant. He said it would be used for surveillance on Colfax, and Civic Center Park

- The police are working on records management

- Police officers are ticketing “puffers” – cars running unattended (warm-up)

Criminal concerns in District 3, Precinct 315 from both meetings:

· Pattern Theft From Motor Vehicles (TFMV) – CDs, briefcases, radios

· Residential Burglaries

· Theft From Garages

· Auto Theft – especially Honda Accord and Civic

Grant Work:

The city has grants for police work on:

-surveillance of Traffic Corridors – have focused on S University (Dec)
Leetsdale & Quebec (Jan), 1st Ave & Cherry Creek Drive (Jan)
- adding a bait car for auto theft
- Homeless Outreach – I believe this program is:

Downtown Homeless Outreach Program –Police officers have partnered with service providers in approaching homeless people who may be in violation of a law or ordinance and offer them an alternative. Many of the homeless are in need of either short or long term assistance that the service provider can give if the person makes a decision to accept the help.

Residential Burglaries:

Each month District 3 officers arrest several burglars. December and January were no exceptions. Commander Flynn presents the arrest address, photo, name, and history of each arrest. One of the men (they have been all men the last few months) arrested this past month had >100 prior arrests.

Other Notes:

At the January meeting there was a presentation by the police radio system people. The system, installed in 1989, is being updated and they are installing new antennae. We also learned that Denver now has a mobile communication van called MAC (metro area communications).

For those of you who enjoy numbers, I did receive the data I requested, and was able to pull together these stats below:

I have the numbers for the first 10 months of this year, so I’ve reported a calculated 2005 total, which, of course, may not be accurate. There were 190 total crimes reported in the first 6 months of 2005 and by October that was up to 299.

Assuming my assumptions are accurate, then from 2001 to 2005 there has been a greater than 60% increase in total crimes for Precinct 315.

The same assumptions and calculations were made in this table of burglaries in Hilltop/Crestmoor (315). There were 61 burglaries between Jan & June, 83 through October. If correct, then from 2001 to 2005 there has been an increase in burglaries of almost 150%.
