NOTICE OF SPECIAL MEETING TO VOTE ON A PROPOSED DUES INCREASE WEDNESDAY JANUARY 11, 2006 AT 6:30PM AT CARSON SCHOOL

November 29, 2005



Dear Crestmoor 2nd Filing Neighbor:



Your Crestmoor Board met November 8 and unanimously voted to propose a dues increase of $50 a year increasing the current dues to $75 from $25 a year. Our bylaws require that a dues increase be approved by a majority of the homeowners attending either a special or annual meeting.



The reason for this request is to pay for private security patrols for the neighborhood. As many of you know, there has been a tremendous increase in property crime in the Crestmoor-Hilltop neighborhood with an alarming number of motor vehicle thefts reported in the last two months. This, in addition to the proliferation of home construction in the neighborhood, prompted this action by your board. The board took this action after consultation with several private security companies, Commander Pat Flynn of the District Three Police, an e-mail survey of more than 200 Crestmoor homeowners on our e-mail notification list, and discussions with the Country Club neighborhood which also has private security patrols.



Patrols by Covenant Community Services were initiated on November 11, 2005, the initial expense being paid from our reserves, but to continue these patrols indefinitely, your board feels the fiscally responsible thing to do is to ask for a dues increase. The frequency, timing and routing of the patrols was well researched and will not be discussed here because of security concerns. Your board feels that this is a small price to be pay per household for the type of service that we will be offering.



Additionally, our patrol has a “Garage Door Program” wherein you may voluntarily agree to have them notify you, at any hour, of an open garage door. I am enclosing that form with this letter. Please feel free to complete it and fax it back to the number indicated on the form if you wish to participate in this program.
