renting the barn

My neighbor has been renting his barn for many years now.

The new tenants are complaing about my dogs and have been throwing rocks at them over the fence, that even makes them more upset.

 I am not sure how to resolve this issue. They also have dogs and cats.

 I am sure that the barn is not zoned as rental property.

I am not trying to be a bad neighbor and i know my dogs bark,  but antagonizing and scaring them only makes it worse.

 It is getting so bad that i am going to install cameras to record what is going on while i am at work all day.  My dogs are so freightend and edggy all the time now.

I need to know who i can file a complaint with. Not only for the harrasment but for the rental property that is not properly zoned.  I have been on the Douglas county web site and have not been able to locate a harassment link.

My neighbor also has so much junk, that i am going to put up an 8 ft fence to block the view.

Any help would be appreciated.

 

I am a bit confused? You say they have cats and dogs. Are they living in the barn? If so I am certain they would need a certificate of occupancy from Douglas County before they could live there. 

As far as the junk, it is becoming a real problem in Black Forest estates as well. The only answer for this as far as I know is to start a HOA to pass a set of covenants that can be enforced. Yes I know that some HOA's can be a pain in the yahoo but take a drive around and check out the neighborhoods that have a HOA. They don't have junk yards around homes and they don't allow a homeowner to store all his buddies trailers, boats and junk vehicles in their yard.
