Proposed Development South and East of Our Complex
There is nothing new to report on the status of the development of property near Cottonwood Creek Townhomes. Ownership dwellings are being considered for south of the creek and apartments east of Cottonwood Creek Townhomes. I will keep you informed as we learn more. Charley Hupp

CLEAN-UP DAY RESULTS WERE FANTASTIC.
As you can see (credit list below), the same people year after year assume responsibility for taking the
extra steps necessary to make the poolside comfortable and attractive, the clubhouse clean and inviting, the grounds free of that hard to get to debris, the hand rails re-stained, and the yellow paint restored, and so forth.
Thank you one and all!

A special "thank you" goes to Chef Rick Merrick, who cooks a mighty mean burger, and to all those contributors of the many delicious covered dishes that made our luncheon so special!

As promised, door prizes were awarded. Ursula Barta won the beautiful hanging plant; Sally Wilson won a certificate for one free rental of the clubhouse, and Sue Weir won dinner for two at the Olive Garden. Congratulations to all the winners.

This year, the Clean-Up Crew worked particularly hard to clear out a 14 year accumulation of odds and ends and junk in the clubhouse basement pump room. A special trash pick-up was necessary to haul it all off, but now the pool maintenance contractors can get to the equipment more
easily, and will have a nice clean place in which to work.

Another very special accomplishment was the posting of the new speed limit signs, which you are asked to please obey for the safety of everyone.

Take a well deserved bow all you responsible, conscientious, hard working, volunteers!

INSURANCE PRESENTATION MADE BY ANDY COBB OF CBS AT MAY 18TH BOARD MEETING.......Andy Cobb, the

Associations Insurance Agent, gave a presentation to the Homeowners regarding the blanket insurance coverage provided by the HOA. The coverage includes property damage, crime/vandalism, general liability (bodily injury
or death), auto liability and professional liability (directors, committee members, volunteers and "errors and omission"). He explained exactly what the policy does and does not cover. Items not covered are general wear and tear and deterioration of the property, structural deficiencies, war, nuclear attack, flood damage, damage from surface water, water seepage, ground saturation, cracking due to settling, expansive soil, etc. Interior damage due to roof leaks is covered. Water from cracks or
window openings, window wells and vents is not covered.
He recommended all homeowners obtain an HO-6 policy to provide coverage of personal property and furnishings.

LIBERTY HIGH NAMES CHARLEY HUPP VOLUNTEER OF THE YEAR

Charley Hupp was presented the Volunteer of the Year
Award by Dr. Norm Ridder, Liberty High School principal,
at the Senior Awards Ceremony May 19th.

Charley volunteers two days a week in the high school
Computer Science Lab repairing and installing computers;
installing new memory, hardware and software, and
generally assisting the lab director, Ron Krom.

Dr. Ridder presented Charley with the Recognition Award
plaque in appreciation for the donation of his time and
talents, and the contributions made to the advancement of
high school computer science.

May 18, 1999 HOA BOARD MEETING
Committee Reports were as follows:
Treasurer?’s Report: Allyson Niehus gave the financial report as of April
30,1999. Year-to-date expenses are over budget due to the painting payment. Painting is budgeted for the months of June, July and August. Two accounts are over 90-day?’s delinquent. One of those accounts has agreed to a
payment plan.

Publicity Committee Report: Toni Hupp. Please contact editor with any news, requests, or editorials. Dead line is the 29th day of each month. Toni urged members to sign up for the Clean-Up and luncheon on Saturday, May 22nd.
Social & Recreational Committee report: Dot Speredakos announced the results of the Cripple Creek Bus Trip. We made $185.00 (cost of the larger bus reduced the dividends this year) and 32 people participated. A great time was had by all!

Landscape Committee report: Fay Winkler reported that flower planting (gate planters) is scheduled for next week. Cinderella will be notified of the bad weed problems along the pool and tennis court fences and the grass on the south side of the pool. (Editor?’s note: weed killing was delayed by heavy rains and strong winds. The city of Colorado Springs does not allow weed spraying when the wind velocity is over 5 mph).

Manager?’s report: The painting of seven buildings has been completed and a final inspection conducted. One building at the end of Hatch needs structural repairs that the painters were not able to do. A qualified contractor will be contacted.

Old Business: Charley Hupp reported that the legislative Bill to amend HOA covenants has passed both the Colorado House and Senate and is awaiting the Governor?’s signature.

Editor?’s Note: Way to go Charley!

Joyce Johnson reported that she is continuing to work with Wescott Fire Department on the double taxation
problem. Charley is looking for someone to investigate gated complexes and gather information on the means and cost
of gating. Call him if you are interested in pursuing this assignment.

The Outside Maintenance is covered in the President?’s Messages on page 3.

New business: The Board approved purchasing a gift certificate for The Dinkels in appreciation of Tom?’s service on the Board. Mr. Hupp will obtain the certificate and present it to Barb and Tom.

The purchase and placement of a park bench ( for complex ?“walkers?” ) was discussed and a motion to purchase was passed. Location, etc. to be determined after further study.

PRESIDENT?’S MESSAGES

Leaks in Last Two Rains
I am sorry to report that we have some serious problems with water in our homes. Some had water in the ground floors ruining carpet, and there was a substantial amount of sheetrock damage. Unfortunately, the problems are such
that they will get worse. I urge you to come to the next Board meeting to discuss these problems, what we are doing, and any suggestions that you have.

Landscaping
The rains delayed Cinderella?’s weed spraying schedule. We (Fay Winkler and I) have given them an extensive list of items which need attention, including weed spraying. They will be working these. In the meantime, if you observe a landscaping item that needs attention, come to a Board meeting and fill out a work order or call

Allyson, at Z & R, who will fill out a work order. She keeps track of these in a computer database and follows
up to see that they are completed. This is the way the system works. It is a good system. You can, of course,
call and gripe to one of the Board members, but the best way is to follow the system and fill out a work order. On page 6 is a work order form for your convenience. When needed, fill out and mail to Z & R Management.

Guest Parking
The Board approved designating certain parking spaces for GUESTS only. We are in the process of marking them. Guest spaces are reserved for GUESTS?’ parking only!

Outside Maintenance
We obtained the 90% necessary to include outside maintenance in our dues. The Board and our attorney are
studying how and when this change can be implemented. You will be notified forthwith.

Spring Clips at the Garages

Some time ago, I tested several types of spring clips in order to reduce the time required to deliver newsletters. The wooden clothespins turned out to be best. I painted and mounted them on the 151 (two refused them) homes with
stainless steel screws. The time to deliver the newsletters was reduced from hours to minutes (30). Since that time, some of the clothespins have been pulled apart or removed. I have replaced four or five. I have some clothespins left over and some of the stainless steel screws. If yours has
been damaged, you are welcome to come by my home and get one, paint it, and screw it in place. If you do not, a current newsletter is posted monthly on the bulletin board (by the clubhouse front door), which you can read there. Or, you canread our newsletter on our website which is given on page 5 of this newsletter.

COME ON SUMMER ~ The pool is now officially open. It has been completely refurbished; has a new pump, and has been resurfaced and painted. If we each take responsibility for picking up after ourselves and placing the furniture
where it belongs, putting our trash and cigarette butts in the proper containers, we can all enjoy this beautiful facility. Please leave the trash cans outside the gate so the trash removal people can empty them each week. THANKS~

Also, a friendly reminder of the city ordinance and
our pool rules: All children under 16 must be accompanied by an adult. We are not permitted to lend out our key or have copies made. The resident must accompany all of his/her pool guests.

Editor?’s Note: the HOA Rules call for the establishment of a Pool Lost & Found in the clubhouse basement. Charley and I took the time to find the right size box for a "Lost & Found" container, make and attach a label, carry the box
to the clubhouse basement, and place it near the drinking fountain ( where is could be seen readily), so when the flippers, sunglasses, towels, etc. you left behind were found, they could be placed where you could easily retrieve
them. The "Lost & Found" box didn?’t last a week! It has totally disappeared, probably due to some weak minded individual(s). We are NOT so inclined to repeat the process, so unless someone else wants to take on the
project, as far as we are concerned, any items left near
the pool or in the dressing rooms can be immediately thrown away.

CAPSULE FORM
To rent the clubhouse, call Barbara Dinkel 522-1717, or Toni Hupp 534-0369. The rate is $25 plus $125 returnable deposit. Requests to rent the clubhouse for friends who are nonresidents have to be denied. According to the Cottonwood Creek Rules, only residents of Cottonwood Creek
may rent the clubhouse, and for personal use only. The clubhouse maximum capacity, set by the Fire Safety Department, is 50 people.

In order to comply with the Cottonwood Creek HOA Covenants, please call a member of the Architectural Review Committee to obtain a permit before making ANY additions, repairs, or alterations to THE OUTSIDE of your unit.

Your Real Estate agent must get permission from the Architectural Review Committee before placing "open house" signs.

The posted speed limit throughout the complex is 10 mph. Some imbeciles are driving 40+ mph. What is the big hurry anyway?

EDITORIAL
"They?’re your rules, not my rules" by Charley Hupp

Like other townhome complexes, we are jammed in close together so it is easy to get acquainted. That is great as there are a lot of wonderful people here in Cottonwood Creek. The downside is, that if there is a
problem, it effects more people. To encourage harmony and to minimize problems, most townhome complexes have a homeowners association with certain powers.

In our complex, one of the powers of our Association Board
of Directors is to establish rules that promote the welfare of the residents of all the 153 homes. The rules in effect now were made some time ago. The date of the version currently distributed to new residents is
March 15, 1994. We are working on revised rules which will better reflect the present day interests of all the
residents of the 153 townhomes.

The rules have teeth. If you violate the rules, you can be fined. If you do not pay the fine, the HOA can foreclose on your property. (There have been two foreclosure proceedings within the past 6 months). So in fact, if you live at Cottonwood Creek, they are your rules too. If you don?’t like the rules, you are encouraged to get active, get informed, and if you can, contribute to improvements. Your Board and your neighbors will very much appreciate your efforts. I will be very happy to personally assistant anyone who wishes to participate.
