Cottonwood Subdivision Homeowners Association

How does one go about reporting suspected covenant violations? I purchased my home new in early 1998 and have recently had to put it up for sale. So far the consistent response is negative concerning a fence that my neighbor has constructed around their front yard. It is clearly in violation of the covenants (of which I received a copy upon purchasing my home), is poorly constructed to the extent of being dangerous, and is an eyesore. I am also concerned about what the neighborhood will look like in years to come when I see cars parked on grass, couches on front porches, and recreational vehicles alway parked on the streets (ie boats and mobile homes). Is anyone else concerned about these issues?
