COLUMBIA PARK NEIGHBORHOOD ASSOCIATION (CPNA)
BOARD MEETING MINUTES
January 21, 2008

In attendance: Liz Wielinski, Dan Bembeck, Mike Melman, Peter Doughty, Tracy Rognrud, Melody Devine, Kathy Buchanan, Mark Flakne, Sharon and Arnie Neil, Jane McCarney, Susan Joppa

Call to order: 6:15
Approval of tonight’s agenda: moved and seconded, all in favor.
Approval of 11-19-07 minutes: moved and seconded, all in favor.
Thanked Tracy Rognrud for two years of service as Community Organizer. Celebrated with a luscious cake (thanks to Liz).
Unanimous vote to hire Kathy Buchanan as Community Organizer. Andy Wielinski will set up and care for the public garden.

Housing/Crime/Safety
Report from Northeast Citizen Patrol (NECP). Discussion followed.
The NECP is making a difference in the neighborhood. They plan to resume walking every evening after the Winter. Their presence is a valuable deterrent.
NECP is thinking of doing a newsletter. CPNA may be able to help financially.
The walkers are not sure of the zoning regulations. Liz will call (someone downtown??) to get specifics. They want more regulations for tenants, and to be sure that the owners have a renter’s license.

Shoreham Area Advisory Committee
The committee wants to keep the Roundhouse and develop the area around it. Possibly some kind of businesses that would support workers who would decide to move into the area. Only the Roundhouse is an historical site. The area around it is not. Speculation on what would go into the Roundhouse – possibly art studios or small businesses.
There is a charette on Saturday, February 2nd starting at 10:00 AM at the NE Library 2200 Central Ave NE.

Central Ave Plan Meeting
A meeting will be held for the Central Ave. plan at the Salvation Army building on Thursday, February 7th at 6:30. The plans are for Central and Lowry with a special focus on the Shoreham Area development, Lowry and Central Intersection and Arts district near Broadway and Central. There is a 10 year plan for the whole city.

AFCAC wants their plan to be included and it is currently being revised to fit in the plan as well.

The future of NRP is still in discussion. There is a Framework for the Future that is now available for comment. We as a board will vote on a letter to send at the February board meeting. The last day for comment is March 17th.

NRP phase II RFP’s – Melody is working on it and will contact Ciara to help word the rfp (Request for Proposals) to be sent for administering the programs.

Old Business
Bridge over BNSF - Steel Truss Bridge. Mike, Lottie and Dan will be put forward to be put on the task force. Mike talked about keeping the same style, others wanted a new style. Library: Mike brought a drawing of the new design. The modern design fits the area. This design was passed by the Minneapolis Library Board just before its demise and must now go through the Hennepin County System.

New Business
Annual Meeting: Liz suggested an outdoor meeting picnic at Columbia Park. All were in favor. Perhaps a pot luck. Meeting will be May 19, 2008.
Officers: talked about changing President and Vice President to be co-chairs. People may be more likely to join and be on the board. By laws would need to be changed.
Newsletter: all articles are not in.
Earth Day is Saturday, April 19th.

Mail Bag
Tracy brought in fliers for “Get Fit Twin Cities” January 16 – April 24, 2008 and the “Metro Paint-a-thon.” Both will be noted in the Newsletter.
