Don't pay, don't worry about liens send all notices and violation notices back unopened and ignore them.  It's all bullying threats.

I hate HOA's... move to the city. It's better there anyway. Then you can use all that money they want you to pay for not bringing in your garbage can or leaving your garage open or parking in front of your house to actually fixing up your house... or getting away from your house... for example, a Vacation. I like city people better anyway. 

that's a pretty irresponsible statement. i hope no onetakes this "sage" advice as it will cost you dearly. i recommend contesting any penalties through your hoa first. some hoas are reasonable, others are not. but simply ignoring these fines will only make the situation worse.
