Colonies Village Neighbors

The VP of our HOA board has dissolved three committees and said a community meeting would take their place. We have not had a community meeting for the last two months, and there have been NO committees formed by the three HOA board members who are supposed to be the chairpersons of these three committees. Does this seem as if the board is shutting out the homeowners from participating actively? Is this just unfair, or it is actually illegal? The VP is very controlling and says the HOA board can do "anything it wants." Please advise.
