I live in the Orange Zone between Quince and Willow and my MLGW meter is usually read in the first week of the month.  They do not always read ALL our meters.

I call on all my neighbors that are home to watch and make sure the meter reader is actually reading each and every meter and not just estimating !!

My meter was estimated twice last year at substantially more than my actual usage. I didnt get my money back.....they credit your bill the next month.  It's a rip-off.

WATCH for them and report them to MLGW if they are not doing their jobs !!!

I called MLGW the last time that my bill was estimated and the lady was very kind and gave what I thought was a fair explaination.

There are evidently a lot of neighbors with locked, fenced yards.  The readers are forced to either estimate or if the resident is home, to ask for permission to enter the yard.  Animals also factor into this.

Also, if there have been several days of inclement weather during the scheduled reading period, they may estimate rather than send a reader.

I end up having one estimated bill a year, and the estimates are usually within $25 of actual.  You may want to call MLGW and see if you can meet the reader on his scheduled day.
