On 10-28-03 By a unanimous decision, city council this afternoon just certified the EIR, Approved the project plan phase 1( which is fully funded) and adopted the mitigation-monitoring plan. Staff anticipates 4-5 months for setting up the actual construction project, with construction occurring this coming Spring/Summer 04. Next year at this time we will have 2-lane 1-way streets along with other goodies.
