Presentation of Steering Committee design guidelines recommendations

Meeting Date: 5/15/00

The following items were discussed:

A handout – “Steering Committee Findings Regarding Neighborhood Zoning and Design Guidelines”- was distributed as people entered.

37 people signed the meeting role.

Police officers took comments from the neighborhood.

Butler presented the Steering Committee Findings, stating that the committee had been formed in March’s meeting to make recommendations. The committee in a series of meetings had studied present land use, development trends, and history to make the recommendations. Because of new construction projects on the board for the first time in many years, and considering the amount of vacant land in the area, it was probable the neighborhood would see some significant change. The committee found existing zoning to be a threat to the community: The SPI district to the north would allow buildings of unlimited height, and the Industrial area would permit polluting uses.

A map was presented to describe the Subareas the committee had come up with.

Hoy pointed out the recommendations for prohibited uses.

Myra questioned the prohibition of retail sales of wine.

Butler explained the Committee had discussed the need for a gormet grocery that could sell wine and decided that it could be allowed by a text amendment in the future.

Schneider stated there were a lot of details not present in the recommendations, and it needed the involvement of many people; and the document at hand may or may not be what we end up with.

D. Brown asked what would become of existing buildings taller then the forty foot limit (in subarea 1)

Hoy replied they were grandfathered.

Dierauf asked about roof structures

Butler replied the committee had not considered roof structures, but that because the UDC does, perhaps it should.

McCausland asked whether he would be able to add on to his building.

Lockwood said can’t it be allowed behind the parapet.

Wassim stated that when you limit height you make it difficult to revitalize a site.

McCausland said the neighborhood should preserve the up and down (profile of buildings).

Chris Gunderson asked what was wrong with the current zoning that limits buildings to the height of the tallest one on the block.

Butler said the present regulations are poorly written - for instance some blocks don’t have buildings which would mean a building would be zero feet tall.

Chrys Martin said not everybody is going to be happy with everything, but we have to agree on something to protect the neighborhood and make it better.

Marty stated he couldn’t vote on it because he had just seen it.

Bounds said it had to be debated.

Brown stated everybody had to have access to it.

Butler stated it was on the web on the address on the handout and there was a room where people could comment

Brown made a motion to distribute the information, take comments, have the document revised if necessary, and a vote made at the next meeting.

Butler seconded with the stipulation that it be done on the internet.

M. Battle said those without computers should be recognized.

Bounds suggested they go to Butler's office, which was agreed upon.

The group turned to the Russell Project.

Michiele Battle presented HJ Russel's site plan for the parcel north of
Fair and Northside. She asked the Neighborhood's approval on the setback of the two foot setback at the Extended Stay and the 14 foot setback at the Wall Street Deli. After some discussion the request was approved by vote.
