What does it take to revitalize Payne and Arcade as thriving commercial districts in Saint Paul?

Yes, this does explain something true about our neighborhood, but I just don't understand what effect it will have on anything. I honestly feel that the eastside is isolated from the rest of St. Paul and also Minneapolis. I have never heard Payne avenue referred to as St. Paul's main street. Instead it is the main corridor connecting our neighborhood to the rest of the city. I believe any emphasis should focused on the accessability to downtown and also the suburbs. We need people in our neighborhood who work and also live in the rest of the cities neighborhoods. We should consider our historic looking houses and businesses, the best damn secret in the Twin Cities (pedestrian friendly, affordable, near downtown, and cute), these are our local strengths.
