How do I notify the proper city official when I see that a property is in shambles and when is it decided when the city steps in?

I the goverment listings there is a phone number to call for the city of st paul for code violations. I have used it in the past for alley complaints and furniture left in front of peoples houses. I think the number is
651-266-8989. Ask for a neighborhood nuisance handbook they are free and they will mail one out to you.
