CABRILLO PARK ASSOCIATION

MEETING NOTES

February 8, 2007

Attendees: 19

David Bain, president, opened the meeting with announcements related to the following:

-March 10, 2007 from 10:00AM until noon there will be a Pocket Emergency Preparedness

Fair at John F. Kennedy High School. The event is free and will include a Kids

Exploration Zone, Exhibits, Workshops and more. For information call 813-7701.

-Snow Day, February 17, 2007, at Woodbine Park from 11:00AM - 2:00PM (Real Snow)

-Introduction of Cabrillo Park Association Board members. Told the audience that the

Board has two vacancies. Beth Barker-Hidalgo volunteered to be a member of the Board.

-Acknowledged Matthew Bryant, from Bonnie Parnell?’s office, in the audience.


Ron Brasel gave the Financial Report:

Bank account balance $271.61

In January-2007: deposited $90.00 from annual membership dues

No withdrawals in January


Joel Castaneda, Superintendent of Solid Waste gave a presentation on the Green Waste Program. He may be contacted at 808-4952. His presentation consisted of the following:

-July 2007, 250 green waste containers (96 gallons) will be distributed in the Association?’s

boundaries.

-One third of Sacramento residents are participating in the program. Most are located in the

North Natomas area.

-There will be a 24% saving. Our monthly bills are currently $9.62. After receiving the green

waste containers the bills will be $7.26.

-There will be weekly pick ups of the green waste containers.

-Loose-in-the-Street-Collection:

There will be a collection of Christmas trees the second week in January. During the pruning season, the collection will be the last week in February and May. During the fall (leaf season), in October the collection will be the last week. In November and December there will be

-When they compared Sacramento City services statewide with other cities with similar

populations, Sacramento is mid priced.

QUESTIONS, ANSWERS, AND COMMENTS:

Ron Brasel mentioned that 1,000 homes are in the jurisdiction of the Cabrillo Park

Association.

Beth Barker-Hidalgo asked if the Association is looking for a target percentage to start.

According to Matthew Bryant they try to start with 51%.

Anita Carter: Why can?’t we buy the container?

Joel Castaneda gave a comparison with the telephone bill, satellite systems (ComCast, Direct

TV). We utilize them be do not own the systems.

Street Sweepers: A gentleman asked if the cars could park on one side of the street the day they

will sweep the street and repeat the process the next day with the cars parked on the

opposite side of the street. Now, the cleaning process is in the middle of the streets.

Noise Ordinance: Another gentlemen wanted to know about the time period the ordinance goes

into effect. Matthew Bryant agreed to provide this information.


Matthew Bryant?’s Presentation:

-March 15, 2007: Sacramento Flood Control Agency will hold a meeting at Parnell Center.

Topics will include removal of some areas from the flood zones, flood insurance, etc.

Gifts To Share Program: On a quarterly basis, grants are available for neighborhoods to

obtain grants for neighborhood watch signs; Association newsletters; funding for parades

and National Night Out; etc. For consideration, the applications should be submitted by

the first of March, June, September, and November. The amount is up to $800 for the

community projects and seed money.

Neighborhood Improvement Projects:

-Florin Road median strip to be landscaped this year on reduced budget.

-24th Street bypass - new park

-Independence Field has benefitted the region

-Willow Rancho League Park is being refurbished and Phase 1 is almost completed. This park

is for girls?’ softball league

-$581,667 will be used to address improvement projects in District 8

-Commercial Developments: The community should submit suggestions to Bonnie Parnell?’s office related to the types of business they want included

-Amherst and Meadowview Service station: The is a million dollar project. When completed,

lights cameras; rod iron fencing; armed security and policemen presence will be increased

. There will also be a car wash.


Elsie Feliz: Recommended the book Covenant with Black America by Travis Smiley.

Saturday, February 10, 2007, there will be a book club discussion at the MLK Library

starting at 10:00AM.

NOTE: Christopher Clark (former Association president) attended the meeting.
