Meeting Minutes - April 13, 2009

The quarterly meeting was held on Monday, April 13, 2009, at 7:00 p.m.

There were seven property owners in attendance:
Wendi Briggs David & Delores Cottrell
Karl Hall Hazel Joyce
Tom & Diane Pearson Lucky & Faye Williams
Debbie Young

There were five proxies: Chris & Laurie Flanigan, M/M Clarence Haley, Sandra Knight, Brenda Koster and Dr. Nawabi.

In all, twelve owners were represented.

Appointments:
Lucky Williams was appointed to both the Architectural Review Board and the Road Committee.

Issues Discussed:

Treasurer's Report:
Regime fee of $300.00 was due April 1, 2009. Several property owners still have not paid. Please contact Diane Pearson 889-6899 if you need to arrange payments. A late fee of 10% per month will be accrued.

The front entrance is still in need of repair to bring to code. If we contact the Highway Department enough, maybe it will encourage them to repair our entrance quickly. If you would like to contact the Highway Department, the numbers are below:

Road Committee:
Karl Hall proposed that we get the professional grader once again as well as a load of gravel for the cul-de-sac. We will also be pricing tack for the road to eliminate the dust. The Road Committee will use part of the $4,100.00 which is in the budget for road maintenance and road material.

Artchitectural Review Board:

ARTICLE 4.A. of the By-Laws reads as follows:

A. Variances. The association shall have the authority to grant variances from the requirements of the restrictive covenants. Any member seeking a variance shall submit a request for variance in writing to the secretary. The secretary shall then transmit the variance request to all members with a notice of the meeting at which the variance request will be considered. A vote of the simple majority of the members present shall be required to apprve any variance request.

The following was added to the By-Laws:

B. Penalty for Non-Compliance. If the variance request is dissapproved, the property owner has 60 days to comply with the covenants. After 60 days, a fine of $100.00 per month will be levied for non-compliance for up to six months. After which time, if still non-compliant, legal action will be taken.

Beautification Committee:
Berkeley Electric cleared the front entrance of our Wax myrtles. Karl Hall proposed putting a fence across the front entrance along with some azaleas and to install a fountain in the front pond to make our neighborhood more appealing. We also voted to install a fence at the recreation area to deter vehicles from driving around and behind the pond and making "doughnuts" in the common area. It was voted and approved to give $2,500.00 to the Beautification Committee.

Pro line Pressure Washing has offered to pressure wash at preferred pricing if we get enough people in the neighborhood together to do on one weekend. The pricing is below:
1-story homes $65.00, 2-story homes $85.00. Please let Wendi know if you are interested: 534-6092.
