Bluff Creek Neighborhood Association

This problem started this past summer and has become increasingly worse.  Since the neighbors doing this remove evidence of their identity and only use my bins when no one is looking I'm sure they know it is the wrong thing to do; however, I've found a picture of their dog in my recycle bin: I know who it is...And when I called the city today I learned that it is a big NO-NO to use other people's trash bins . . The neighbors doing this have reached a high level of rudeness and can expect the city to contact them soon....
