Property Owners of land that borders the street in question.

Thank you.  Is it corect that the signatures of 32 property owners on or bordering North Chadwick are required and if one person owned 3 pieces of property on or bordering Chadwick, that person could legally sign 3 times?

Thanks to the resident who just called me and informed me that I am wrong in counting 45 property owners because 8 of those owners would be able to gain access to their property without being affected by the speed hmps if they were placed on the part of North Chadwick Road inside the circle created by Southampton and Dorchester.  This can get confusing ................  given that, am I safe in assuming only 26 signatures are required?
