Funneled Association Fund into Circle C Political Action Committe

Mr. Rigsbee,

Sal Costello discovered that the Board of Directors had funneled $5,000 association fund into the Circle C Political Action Committee. Our current President, Quentin Fennessy, had confirmed that this transaction did take place in 2003 when you were served as the Treasurer of Circle C HoA.

I reviewed the Association?’s Income & Expenses Statement of 2003, and I couldn?’t find that expense anywhere. Did you hide that transaction in the Miscellaneous? A transaction in such a large amount should never be put in the Miscellaneous unless you knew it was illegitimate and had the intention to hide it.

From February 2001 to March 2004, you were served as the Treasurer of the Association. Before and during that period of time, you were also served on the Circle C Political Action Committee. You had plenty of motives and opportunities to commit this offense. I strongly suspect that this was not the only time you and Susan Hoover, another former Treasurer, had funneled our hard-earned money into Circle C PAC. I will report this matter to the District Attorney Office and urge them to conduct a forensic audit of all the transactions in the Miscellaneous Expenses of the last ten years and beyond.

I have no ambition to collect penalties from the Association and people associated with the Association as President Fennessy claimed. I am only a person who takes pride of helping the authorities to clean up the society. When I was also one of the victims, I have even stronger desire to help catching the white collar criminals.

Please be patient. I can assure you that one of a day, IRS and DA will knock on your door. In the meantime, please take good care of yourself. Please eat well, sleep well, quit smoking and do exercise regularly. I wish you would live long enough to face the justice.
